Turkish Ministry of Environment, Urbanization and Climate Change

The Ministry of Environment, Urbanization and Climate Change uses TURBOARD to collect and analyze data from 1600+ municipalities and affiliated entities.
As part of “LAR IIIproject that is supported and implemented by the UNDP for the Turkish Ministry of Environment, Urbanization and Climate Change, TURBOARD took charge of the software component, and introduced the white-labeled version of TURBOARD under the name “Yerel Bilgi” (Local Information) system. The system seamlessly incorporates functionalities of TURBOARD’s Business Intelligence and its Forms companion module (FOR-S).
By June 2021, TURBOARD's “Yerel Bilgi” began testing in pilot municipalities. Within months, approximately 1,610 entities, including municipalities and directorates, adopted the “Yerel Bilgi Forms” for their data input needs.
Municipalities used the forms as a primary data input source, capturing details like financials, employee stats, vehicle counts, and contact data.
The data is curated through TURBOARD's FOR-S module and securely housed in the Ministry's PostgreSQL database.
All incoming data streams are accessed, overseen, and analyzed via the “Yerel Bilgi Reports” by the Ministry's General Directorate of Local Authorities.
This platform enables the Directorate to:
  • Monitor and analyze trends and reports across various metrics such as vehicle registrations, budget estimations, personnel details (including municipal police, fire department, and earthquake-related activities), population data, expenditures during earthquakes, and urban green spaces.
  • Quickly respond during emergencies by gauging available emergency vehicle resources (such as ambulances, trucks, fork-lifts and/or fire fighting vehicles) in nearby cities.
  • Design and disseminate new data collection forms, which are then reflected in the reporting system.

Following the demonstrated success of the platform, the ministry is strategizing to expand access to “Yerel Bilgi Reports” beyond the users in the General Directorate of Local Authorities to provincial directorates throughout Turkey, further enhancing its scope and efficacy.
