One view of national health service delivery
What was missing was one platform where every decision-maker could follow the whole picture instantly. SİNA was created to close that gap.
SİNA (Sağlıkta İstatistik ve Nedensel Analizler) runs on TURBOARD and puts live national health data in front of 500,000+ registered users, from nurses to the Minister.

What was missing was one platform where every decision-maker could follow the whole picture instantly. SİNA was created to close that gap.
At the Turkish Ministry of Health, a workforce of more than 1.4 million health workers serves 1,500+ hospitals and tens of thousands of clinics and family medicine centers, around the clock. Care can’t pause, diagnoses must be right and timely, and every process has to stay within a sound financial framework.
After seven earlier platforms, the Ministry chose TURBOARD as its eighth and final Business Intelligence platform. It has remained the Ministry’s BI platform ever since.
With SİNA on TURBOARD, Ministry teams and health professionals are able to:
Doctors see their own prescriptions, tests and procedures and compare them with colleagues at institution, province and country level. Within months of launch, 22,000+ physicians began actively using SİNA, and the Ministry saw lower cesarean rates, fewer prescriptions and fewer drugs per prescription among them.
Smart alerts and rational drug use analysis support better decisions and deliver savings in some areas.
From the first case, SİNA put case profiles, epidemic progression and contact-tracing data in front of Ministry leadership and provincial administrators as it happened. Predictive views anticipated emergency crowding and regional trends, and showed how vaccination was changing the picture.
Ministry researchers drew on integrated e-Nabız and SİNA data to analyze 37.7 million patient satisfaction scores covering 207,000+ physicians between 2016 and 2023, as published in North Clin Istanb.
Presenting SİNA at TEKNOFEST, the Deputy Minister of Health explained that it gives every doctor a mirror for their own practice, with live comparisons against colleagues.
“Monitoring all administrative, economic and medical processes on a single platform.” — Dr. Şuayıp Birinci, Deputy Minister of Health, TÜBA
SİNA is built entirely on TURBOARD interfaces, with easy-to-use features for all ministerial staff. Today it carries thousands of live dashboards.
Data from Ministry applications such as e-NABIZ, MHRS, e-RAPOR, TeleTıp, ASOS and MELİS flows into an open-source Big Data ecosystem. TURBOARD turns it into live dashboards for every user.
Health facilities send 100+ types of standardized data packages, streaming at thousands of packages per second. Of the 200+ TB flowing in, about 3 TB is structured analytical data, with no sensor or multimedia content.
A distributed installation across multiple machines delivers the reliability, performance and scalability a national platform demands.
“The crown of all digital applications.”
